There shall be appointed by the governing body of the city, on the first Monday of
May every year, a finance officer, deputy finance officer, city administrator, chief
of police and deputy chief of police, city engineer, volunteer fire chief, and such
other appointive officers as may be provided by ordinance which appointments shall
be by majority vote of the mem bers of the duly elected governing body and who shall
hold office until the first Monday of May of each year following their appointment
or until their successors have been appointed and qualified as determined at a regular
meeting of the governing body and by a majority vote of all members of the governing
body.
