§ 18.12.010. Adoption of ICC 2015 Version Codes.

  • (a)

    There is adopted by the city of Huron for the purpose of establishing rules and regulations for the construction, alteration, removal, demolition, equipment, use and occupancy, location and maintenance of buildings and structures, including permits and penalties, located within the corporate limits of the city, that certain building code known as the International Building Codes, recommended by the International Conference of Building Officials, being particularly the 2015 Edition and any amendments thereto, and the following related codes and standards all published by the International Code Council:

    International Building Codes: Commercial Buildings & Multi-family Buildings

    International Residential Codes: One & Two Family Dwellings

    International Property Maintenance Codes & Nuisance Properties

    International Existing Building Codes

    International Energy Conservation Codes

    and the whole thereof and any amendments thereto, save and except such portions as are hereinafter deleted, modified or amended, of which not less than one (1) copy has been and now is filed in the office of the finance officer, and the same is adopted and incorporated as fully as if set out at length in this chapter, and from the date on which the ordinance codified in this chapter shall take effect, the provisions thereof shall be controlling in the construction of all buildings and other structures therein contained within the corporate limits of the city.

    (b)

    Table 1-A pertaining to building permit fees shall be as follows:

    (c)

    Fees:

    (1)

    Permit fees will be on a valuation basis as determined by the current building standards valuations table published by the International Conference of Building Officials. These rates have the regional (South Dakota) modifier applied.

    (2)

    Federal, state and local units of government, their subdivision and/or agencies are required to obtain a building permit, but are exempted from the appropriate building permit fees.

    (3)

    Section 105 is amended by adding a new paragraph thereto to read as follows:

    Application for an appeal shall be made to the building official on a form furnished by him. Such application shall be accompanied by a fee of thirty dollars.

    (4)

    The governing body is authorized to adopt and the building inspector shall promulgate rules and regulations deemed necessary for the proper and effective administration of the provisions of this chapter. Such rules and regulations shall be consistent with the provisions of this chapter and the standards established in this chapter.

    (5)

    Offenses. Any person who violates any provisions of this chapter or any provisions of any rule or regulation adopted and promulgated under this chapter is guilty of a misdemeanor. Each day's violation is a separate misdemeanor.
